Technology, Automation, and Employment in South Africa: An Employment Relations Analysis of Secondary Evidence

Abstract

South Africa’s labour market continues to reflect deep structural challenges, with unemployment remaining stubbornly high at around 30%. Patterns of exclusion, unequal access to opportunity, and uneven job creation across sectors have become long-standing features of the economy. At the same time, the growing use of automation, artificial intelligence (AI), and other Fourth Industrial Revolution (4IR) technologies has intensified debate about the future of work. While public policy often highlights productivity, competitiveness and innovation, less consideration has been given to how these technological shifts affect employment relations in a context already marked by vulnerability and inequality. This article draws on secondary sources to examine how automation is reshaping employment in South Africa. Using a thematic review of academic studies, policy reports and sector-based research, it considers changes in employment levels, job design, skills demand, collective bargaining, and institutional governance. Particular attention is given to sectoral restructuring, the re-organisation of work, skill-biased technological change, firm-level productivity gains and the broader regulatory environment.

The analysis shows that automation does not lead to uniform outcomes. While some firms benefit from efficiency gains and limited job growth, wider labour market effects include displacement risks, greater managerial control and increased inequality.
