Intervention Strategies towards Early Literacy Development in South African Provincial Libraries

Abstract

South Africa is currently facing a significant challenge of illiteracy, with the majority of grade four learners unable to read for meaning in any language. Several studies have confirmed that early literacy development (ELD) interventions introduced in the early years of a child’s life provide a strong foundation for becoming a competent reader. Despite the introduction of various reading interventions, there is a lack of research-based evidence for interventions led by the South African library sector. This study aimed to assess the extent to which provincial libraries are strategically contributing to ELD. To gain an in-depth understanding of the interventions in provincial libraries, a qualitative approach and case study research design were employed. Qualitative data collection methods included a focus group with 10 key individuals representing provincial libraries and semi-structured interviews with seven provincial officials. Additionally, secondary data were obtained from reports, and analyses were conducted using a content analysis approach. The study revealed that provincial libraries were actively implementing a range of early literacy interventions targeting children and their caregivers, thereby creating opportunities and environments to foster early literacy. Despite these successes, persistent systemic challenges, including lack of formalised strategies, limited collaboration with provincial departments of basic education (DBEs), and insufficient funding constrain libraries’ capacity to deliver more effective ELD. Enhanced collaboration is required to leverage resources sharing. The study recommends further research on mechanisms to enhance and sustain collaboration between the library and the education sector, focusing on designing interventions that effectively foster ELD.
