Building Smart Information Ecosystems through Digital Transformation

This article conceptualises and examines the development of smart information ecosystems (SIEs) within the broader context of digital transformation. It argues that the contemporary knowledge society is shaped by dynamic interactions among technology, human actors, institutional processes, and governance structures. Drawing on the information ecology perspective, the study positions smart information ecosystems as integrated socio-technical environments in which artificial intelligence (AI), cloud computing, the Internet of Things (IoT), big data analytics, and digital platforms converge to enable adaptive, data-driven, and sustainable knowledge systems. The article identifies four core components of SIEs: data infrastructure, connectivity and networks, human capital, and governance frameworks and analyses key digital transformation drivers, including AI, automation, blockchain, digital identity systems, mobile technologies, and social media. Across sectors such as healthcare, education, governance, and business, smart ecosystems are shown to enhance precision services, institutional agility, transparency, and innovation. However, their development is constrained by persistent challenges, including the digital divide, cybersecurity and privacy risks, ethical dilemmas in AI deployment, and inadequate digital policy frameworks. To address these concerns, the article proposes strategic pathways for sustainable digital transformation: inclusive digital policies, strengthened digital literacy and capacity building, robust data governance and ethical safeguards, and multi-stakeholder public–private partnerships. The study concludes that smart information ecosystems are not merely technological constructs but socio-technical enablers of equitable and resilient knowledge economies. Sustainable digital transformation requires balancing innovation with inclusivity, ethics, and governance to ensure that digital advancements contribute meaningfully to long-term socio-economic development and human well-being.
