The Syrian refugee crisis remains one of the most pressing humanitarian challenges of the 21st century. This article argues that the United Nations’ (UN) interventions across Türkiye, Lebanon, Jordan, Iraq, and Egypt, primarily through the Regional Refugee and Resilience Plan (3RP), have prevented humanitarian collapse but failed to deliver durable protection or structural transformation. Using qualitative analysis of scholarly readings on the Syrian refugee crisis, donor assessments, annual UN reports, the 3RP policy documents, as well as handbooks and guidelines on international borders and refugee rights, the study applies social contract theory and human security as analytical lenses to interrogate the UN’s role in balancing state sovereignty, refugee rights, and international responsibility. The findings reveal that while emergency relief in food, shelter, healthcare, and education was vital, persistent funding shortages, restrictive host‑state policies, and shifting donor priorities constrained long‑term outcomes. The article contributes to existing scholarship by demonstrating how contested obligations and fragile protection mechanisms expose the limits of humanitarian governance in protracted crises. In particular, it addresses a gap in the literature by highlighting the insufficient attention given to the interaction between sovereignty, refugee protection frameworks, and humanitarian governance practices. It concludes that reimagining the social compact through predictable financing, inclusive partnerships, and resilience‑oriented strategies is essential to strengthening refugee protection and human security in the region.
